As part of Bloczy’s commitment to safety, we work closely with public health authorities (PHAs) around the world, including in response to outbreaks of infectious diseases. These guidelines explain how Bloczy responds to requests from PHAs for user data (e.g., account or trip information) and the measures we may take to protect public health.
Bloczy may disclose user information to PHAs if we have a good-faith belief that an emergency involving imminent danger of death or serious physical injury requires disclosure without delay. Bloczy considers outbreaks of infectious diseases where public health officials have declared a public health emergency as qualifying emergencies.
Bloczy may also voluntarily share data with PHAs upon certification by a public health authority or official that the request is related to a public health emergency, even if no official state of emergency has been declared.
In such cases, Bloczy may disclose data necessary to address the public health issue, which may include:
Bloczy will not share data unrelated to the public health emergency, such as historical trip data predating the emergence of the public health issue.
To request user data related to a public health issue, a PHA must:
✔ Certify that they are authorized by law to obtain the requested records.
✔ Certify that the request is related to a public health emergency involving danger of death or serious physical injury that requires urgent disclosure.
✔ Provide a factual basis supporting the request, demonstrating its connection to the public health emergency.
✔ Accept Bloczy’s Terms and Conditions for handling sensitive data.
✔ Submit any legally required supporting documents (such as a subpoena or court order, where applicable).
Requests should be submitted on official letterhead or as part of a government-issued order.
Bloczy has a dedicated process to assist PHAs with public health-related requests. Requests should be submitted via aram@bloczy.com.
By submitting a disclosure request, PHAs agree to:
Bloczy will notify affected users of data requests from PHAs after disclosing their data, unless:
Due to the sensitive nature of public health outreach, Bloczy will provide delayed notice to users after the information has been disclosed to PHAs.
Bloczy may take additional safety measures in response to a public health emergency, including temporarily placing user accounts on hold in accordance with our Community Guidelines.
Bloczy may place temporary holds on accounts if:
A temporary hold prevents a user from accessing certain Bloczy services until Bloczy receives confirmation from a PHA or licensed medical professional that the user is no longer contagious. If a hold was placed due to an official order, Bloczy will wait for confirmation from the issuing authority before lifting the restriction.
A: We encourage you to refer to the guidance of global and local health organizations, such as the World Health Organization (WHO) or the Centers for Disease Control and Prevention (CDC).
A: Yes, Bloczy will provide delayed notice to users following disclosure of their data to a PHA, except where legally prohibited or deemed inappropriate due to the nature of the emergency.
A: Please follow up at aram@bloczy.com with details about your request, including the original submission date and reference number (if applicable).
A: Bloczy may place temporary account holds on users confirmed to have an infectious disease, as well as users who were in close contact with them. Holds are lifted only after confirmation from a PHA or medical professional that the user is no longer contagious.

Bloczy Community Guidelines
Our guidelines were developed to help make every experience feel safe, respectful, and positive. They apply to everyone who uses the Bloczy platform. It also includes interactions you may have with Bloczy employees and contractors, including at Bloczy support hubs, through online support systems, or over the phone.* In some instances, our guidelines apply to conduct outside the Bloczy platform when such conduct may threaten the safety of the Bloczy platform.
Thank you for joining us in supporting and safeguarding a welcoming environment.
The guidelines below help explain some of the specific kinds of positive community engagement on the Bloczy platform, as well as the behaviors or circumstances that may cause you to lose access to it. There will always be unforeseen events that may ultimately lead to your losing access to using the Bloczy platform and services, but the following guidelines—which we’ll update regularly—provide the basis for behavior we expect from all in the Bloczy community. Not following any one of our guidelines can constitute a material breach or violation of the terms of your agreement with Bloczy and may result in the loss of access to part or all of the Bloczy platform. You can report potential violations of the Community Guidelines to Bloczy, and we will address any report in accordance with our policies.
Everyone is required to follow Bloczy’s Community Guidelines, which reflect the 3 pillars: (1) treat everyone with respect; (2) help keep one another safe; and (3) follow the law.
The actions you take while using the Bloczy platform can have a big impact on the safety and comfort of others. Courtesy matters. For example, always try to be on time for your ride or to pick up your delivery. It’s also common courtesy not to shout, swear, or slam doors. And by tidying up after yourself—whether it’s taking your trash home or cleaning up a spilled drink—you’ll help ensure that everyone has a pleasant ride. You are expected to exercise good judgment and behave decently toward other people when using the Bloczy platform—just as you would in any public place.
Bloczy is committed to creating a safe and welcoming space for everyone, regardless of background. Remember that when you interact with others in the Bloczy community, you may meet people who may look different from you, think differently than you, or come from different backgrounds. Please respect those differences. Discrimination based on race or any other characteristic protected by law will not be tolerated on the Bloczy platform and can result in loss of access to the app.
Don’t touch strangers or anyone you just met while using the Bloczy platform. Limited exceptions are permitted for people needing or requesting physical assistance (for example, riders using Bloczy Assist who may need help getting into and out of the vehicle). Hurting or intending to hurt anyone is never allowed.
We all value our personal space and privacy. It’s OK to chat with other people while remaining respectful. But please don’t comment on someone’s appearance or ask whether they are single. Sexual assault and sexual misconduct of any kind are prohibited. Sexual assault and misconduct refer to sexual contact or behavior without explicit consent of the other person. Personal space and privacy should be respected.
Bloczy has a no-sex rule, regardless of whether you know the person or they give you their consent.
Aggressive, confrontational, or harassing behavior is not allowed. Don’t use language, make gestures, or take actions that could be disrespectful, discriminatory, threatening, or inappropriate.
Contact should end when the trip or delivery is complete, unless it’s to return a lost item. Unwanted contact (where there is not mutual consent) can be seen as harassment and includes, for example, texting, calling, social media contact, visiting, or trying to visit someone in person after a trip or delivery has been completed.
You should always feel safe and welcome. That’s why we don’t tolerate racist or discriminatory conduct and behavior. Do not discriminate against someone or engage in a disparaging manner toward someone based on traits such as their race, ethnicity, skin color, age, disability, gender identity, marital status, pregnancy, national origin, religion, sex, sexual orientation, language, geographical location, or any other characteristic protected under relevant law.
Damaging property is never allowed. Some examples include damaging the car or other mode of transportation requested through the Bloczy platform, breaking or vandalizing a phone or tablet, intentionally spilling food or drink, smoking in a car, damaging a merchant’s premises, or vomiting due to excessive alcohol consumption or otherwise. If you damage property, you’re responsible for the cost of cleaning and repair fees, outside of normal wear and tear. Intentional damage may result in account deactivation.
We’re hard at work every day to help create safer experiences for everyone. Your safety drives us. That’s why these standards were written. Everyone has a role to play in helping to create a safe environment.
Riders and their guests, as well as drivers and delivery people, are prohibited from carrying firearms while using the Bloczy platform, to the extent permitted by applicable law.
Drug use and open containers of alcohol are never allowed while using the Bloczy platform. If a rider is too drunk or rowdy, drivers have the right to decline the trip for their own safety.
If you’re a rider and you have reason to believe your driver may be under the influence of drugs or alcohol, ask the driver to end the trip immediately. Then exit the vehicle and call 911. Once you have left the vehicle, please also report your experience to Bloczy.
We’re committed to following all applicable laws and earning your trust, and we expect everyone who uses the Bloczy platform to do their part and to know and adhere to relevant laws and regulations, including traffic laws, as well as airport rules and regulations where applicable. All relevant licenses, permits, and any other legal documents required of drivers and delivery people must be kept up to date.
Deception can weaken trust and also be dangerous. Intentionally falsifying information or assuming someone else’s identity isn’t allowed. It is important to provide honest and accurate information when reporting incidents, creating and accessing your Bloczy accounts, disputing or claiming charges or fees, and requesting credits.
To enhance the safety of each experience, off-platform pickups are prohibited. Local laws usually prohibit street hails while using the Bloczy platform, so never solicit or accept payment outside the Bloczy platform. Riders should not request trips from drivers outside of the Bloczy platform.
If you violate any terms of your contractual agreement(s) with Bloczy, or any applicable terms or policies, including any one of these Community Guidelines, you can lose access to all or part of the Bloczy platform.
Bloczy receives feedback through a variety of channels and reviews reports submitted to our Support team. If we are made aware of potentially problematic behavior, we may contact you so we can look into it.

Bloczy is committed to providing access to inclusive, reliable, and high-quality service options to everyone. Bloczy and its affiliates strictly prohibit discrimination against users based on race, ethnicity, skin color, age, disability, gender identity, marital status, pregnancy, national origin, religion, sex, sexual orientation, language, geographical location, or any other characteristic protected under relevant law.
Such discrimination includes, but is not limited to, any user refusing to provide or accept services based on any of these characteristics or rating another user based on any protected trait.
Discrimination on the basis of disability may include refusal to accommodate a rider with a service animal or assistive devices, in accordance with Bloczy’s Service Animal and Assistive Device Policy.
Discrimination based on geographical location does not include a driver declining a trip that does not work for them. However, intentionally refusing or canceling requests, or using features on the Bloczy platform to avoid receiving trip or delivery requests solely to avoid a particular neighborhood due to the characteristics of the people or businesses in that area, is not allowed.
Any user found to have violated this policy will lose access to the Bloczy platform. Applicable laws in certain jurisdictions may require and/or allow the provision of services by and for the benefit of a specific category of persons. In such jurisdictions, services provided in compliance with these laws and the relevant applicable terms are permissible under this policy.

Every driver or delivery person who uses the Bloczy platform has a responsibility to drive safely and follow the established rules of the road. Bloczy has a zero-tolerance policy for the use of alcohol or drugs by drivers using the Bloczy Driver app. If we receive reports of suspected impaired driving, the driver or delivery person may lose access to their account, as stated in their agreement with Bloczy.
A driver or delivery person, by law, may not operate a vehicle while using alcohol, drugs, or any other substance that impairs their ability to drive safely. This includes:
A report of suspected impaired driving includes any report from a user that explicitly alleges that:
A report from any person who reasonably suspects a driver is under the influence of drugs or alcohol while providing rideshare or delivery services will lead to immediate loss of access to the Driver app while further investigation is conducted.
Bloczy proactively reviews all reports for signs of fraud. We continually implement new technology and processes to detect and discourage fraudulent reports.
Bloczy may offer drivers in the United States the option to take a drug test at an approved testing facility on an opt-in basis before account deactivation for drug-related reports.
More details on this process can be found in Bloczy’s help center.
A driver can always decline a trip for safety reasons or if the trip does not work for them (except for discriminatory reasons, as outlined in our Community Guidelines).
This includes:
The use of drugs and open containers of alcohol is never allowed while using the Bloczy platform. If you are a rider and suspect your driver is under the influence:
Bloczy’s Community Guidelines apply to all users of the platform, including drivers, riders, delivery people, and merchants. Any violation of these policies may result in permanent removal from the Bloczy platform.
For more information on the types of conduct that can result in account deactivation, refer to Bloczy’s Community Guidelines and Account Access Policy.
